Ministry of I&B Introduces Key Amendments to the Cable Television Network Rules, 1994

The Ministry of Information and Broadcasting (I&B) has introduced key amendments to the Cable Television Network Rules, 1994, streamlining the Local Cable Operator (LCO) registration process. Effective January 17, 2025, all LCO registrations will now be conducted entirely online, with the Ministry serving as the registering authority. This move aims to enhance efficiency, eliminate delays, and simplify the registration procedure for cable operators across the country.

Additionally, the amendments introduce a provision for appealing the denial of registration or renewal, providing LCOs with a structured mechanism to address grievances.

Previously, LCO registrations were processed offline at the local Head Post Office, with the Head Postmaster serving as the registering authority. This manual process was time-consuming and cumbersome, with registrations restricted to specific geographical areas. The revised process eliminates these limitations, allowing LCOs to operate across India without regional restrictions. Registrations and renewals will now be valid for five years, with a ₹5,000 processing fee. LCOs seeking renewal must submit their applications at least 90 days before expiration to ensure continuity of operations.

To further streamline the process, an appeal mechanism has been established. If an LCO’s registration or renewal request is denied, they may appeal to the Under Secretary (DAS) within 30 days of the decision. This ensures transparency and provides operators with an opportunity to address any concerns.

Existing LCO registrations will remain valid until their expiration as per the issued certificate. However, those with less than 90 days of validity remaining must immediately apply for renewal through the new online portal. Applications previously submitted to Post Offices that are still pending must be withdrawn, and fresh applications must be submitted online.

This transition to a fully digital registration and renewal process aligns with the Government’s commitment to ease of doing business, ensuring a seamless, transparent, and efficient system for the cable television sector.
